The Area Special Education Cooperative's Total Special Education System (TSES) manual is provided to all ASEC district schools to assist them in meeting due process requirements as mandated by state and federal law. The contents of this manual are intended for use by district staff of the Area Special Education Cooperative and may not conform to the policies and procedures of other districts or cooperatives.

The format is similar to the Total Special Education System Generic Policies & Procedures manual published in October 2006 by the Minnesota Department of Education. Specific legal citations are listed in italic. For ease of use by district staff, this manual also includes additional policies, procedures and supplemental information that may be of help to staff in providing appropriate services to children with disabilities.
